I think the key thing is that everyone can use GUI tools and wizards to do development, but only real developer or programmer who know how to develop in using coding. So it depends on whether you want to be everyone else, or to be a real developer? I am not disagree in using GUI tools and wizards, but practice your coding first. Below are some tools that I always use:
- Oracle: TOAD
- VB and C#: Sharpdevelop
- MySQL: PhpMyAdmin
- Java: NetBeans
